The Lagos State Government has unveiled a comprehensive set of Cybersecurity Guidelines aimed at strengthening digital safety for businesses, public institutions, and residents, as part of efforts to position the state as a secure and globally competitive technology hub.
The framework, published on the state’s official website, provides practical and scalable recommendations for organisations of all sizes, including small businesses, large enterprises, and Ministries, Departments, and Agencies (MDAs). It is aligned with key national policies such as the Cybercrime Act (2024), the Nigeria Data Protection Act (2023), and the National Cybersecurity Policy and Strategy (2021).
Officials said the guidelines were developed in response to rising cyber threats, particularly as Lagos continues to expand as one of Africa’s fastest-growing digital economies. According to the National Information Technology Development Agency, Nigeria loses over $500m, estimated at about ₦250bn, annually to cybercrime.
The document noted that while Lagos is evolving into a SMART City, the rapid digitisation of services and businesses has increased exposure to cyber risks.
It read in part, “These guidelines are not regulatory mandates but practical tools designed to empower stakeholders with context-specific cybersecurity measures.”
The state government reiterated its commitment to building a secure digital environment that fosters innovation, attracts investment, and enhances public confidence in digital systems.
It also commended the Lagos State Cybersecurity Advisory Council, chaired by Prof. Fene Osakwe, for providing technical leadership in developing the framework. The Commissioner for Innovation, Science and Technology, Mr Tubosun Alake, was also acknowledged for his role in driving the initiative.
The government said the guidelines underscore its commitment to protecting digital assets and strengthening public-private collaboration across sectors.
“A cybersecure Lagos is essential to sustaining its position as one of the most dynamic and globally competitive technology hubs of the 21st century,” the document stated.
It added that the guidelines would be continuously reviewed to address emerging threats and evolving technologies, ensuring cybersecurity remains central to the state’s digital transformation agenda.
