Owoseni To Speak At Papyrus Conference

A retired commissioner of police, Fatai A. Owoseni, has been confirmed as a keynote speaker and award recipient at the 2026 edition of the Papyrus Global Local Government Chairmen/Mayors Conference & Awards 2026.
The conference, scheduled to take place from 29th April to 1st May, 2026, is expected to bring together over 40 mayors and local government executives from across Africa, alongside ministers, lawmakers, policymakers, and members of the diplomatic corps representing more than 20 countries.
Owoseni, who currently serves as special adviser on Security to the Governor of Oyo State and executive secretary of the Oyo State Security Trust Fund, will deliver a keynote address on the theme, “Peace, Security & Community Stability.”
According to the organisers, his selection is based on his extensive experience in law enforcement and his continued contributions to security policy and governance. During his over 35-year career in the Nigeria Police Force, Owoseni rose to the rank of Commissioner of Police, serving in key states, including Lagos and Benue, where he played a significant role in managing complex security challenges.
He also served in international capacities through United Nations Peacekeeping missions in Darfur and Angola, providing strategic advisory support on security sector reforms and transitional operations.
In recognition of his contributions, Owoseni will be honoured with the award titled “Excellence in Strategic State Security Leadership.”
Speaking on the development, the managing director of The Papyrus Global, Doofan Damsa-Justin, described Owoseni as “a distinguished security strategist whose lifelong dedication to public safety and policy innovation continues to shape effective security frameworks in Nigeria.”
He added that “his presence at PAGMACA/PAMLOGMA 2026 will significantly enrich high-level discussions on peace, security, and community stability, particularly as Africa continues to navigate evolving security challenges.”
The organisers noted that Owoseni’s participation will add significant value to conversations on strengthening security frameworks at both national and sub-national levels.
The event is expected to feature high-level engagements on governance, economic development, and regional security collaboration.
