Hamas rejected a report submitted to the United Nations Security Council by the so-called “Peace Council” concerning implementation of the ceasefire agreement in the Gaza Strip, accusing the report of distorting facts and adopting Israeli conditions.
In a statement, Hamas said the report absolves Israel of responsibility for daily violations of the ceasefire while placing blame on Hamas for delays in reconstruction.
The movement argued that Israel continues imposing severe restrictions on crossings and preventing the entry of shelter materials and infrastructure repair equipment needed for reconstruction efforts.
Hamas said it is “not the obstacle” to rebuilding Gaza and described accusations against it as false because they ignore Israel’s failure to fulfil most of its obligations during the first phase of the agreement.

Responding to claims in the report that Hamas’s refusal to relinquish control of Gaza and disarm remains the principal obstacle to implementation, the movement said it has repeatedly expressed willingness to transfer administration of Gaza to a national committee.
Hamas called for the immediate formation and empowerment of such a body to manage the territory during the transitional phase.
The movement also criticised the report’s focus on disarmament, describing it as an attempt to undermine the ceasefire process.
Hamas urged the Security Council to pressure Israel to implement its commitments rather than placing demands on Palestinian factions.
According to the report, the “Peace Council” argued that Hamas’s continued control over Gaza’s security apparatus and refusal to disarm constitute the main barriers to a broader reconstruction and development plan for the territory.
The report reportedly called on the Security Council to exert “real pressure” on Hamas and other Palestinian factions to accept the proposed roadmap for Gaza’s future governance and reconstruction.
