A coalition of civil society organizations, spearheaded by the Nigeria Integrity Watch (NIW) and led by National Convener Dr. John Samuel Nangi, has commended the leadership reforms of the Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, saying his new command philosophy has ended army desertions and premature retirements while boosting professionalism in the Nigerian Army.
In a statement issued to the international press, the group said the COAS had introduced what it described as a “transformative leadership approach” that has strengthened military performance and improved combat effectiveness across theatres of operation.
Dr. Nangi said the foundation of the reform is Shaibu’s “Command Philosophy,” which he described as a deliberate effort to reshape the identity of the Nigerian Army beyond weapons acquisition to a more disciplined, agile and professional force.
“The intelligence brief… affirms that our operating environment is increasingly becoming more complex,” Shaibu was quoted as saying, underscoring the evolving security threats facing the country.
The coalition said the COAS had correctly identified the need for enhanced intelligence, surveillance, target acquisition and reconnaissance (ISTAR), as well as stronger cyber warfare capabilities, noting that modern conflicts are increasingly driven by technology such as drones and satellite intelligence.
It also highlighted the introduction of the “PROSE” framework — Professional Excellence, Robust Administration, Operational Readiness, Strategic Cooperation and Exemplary Leadership — which it said now forms the backbone of the Army’s reform structure.
According to Dr. Nangi, the framework is central to building a new military culture anchored on discipline, accountability and efficiency.
The group further praised Shaibu’s “Soldier-First Culture,” describing it as a major shift in military welfare and operational priorities.
“It is not merely a policy but a solemn pledge to ensure that troops are well-equipped, well-trained and motivated,” the coalition said, adding that national security is directly tied to soldier morale and welfare.
It also commended the Army leadership for addressing internal challenges, including past cases of officers absconding from duty and mass retirements, which it said have now been significantly reduced under the new leadership approach.
The coalition praised the sacrifices of members of the Nigerian Armed Forces and urged citizens to support military operations by providing credible intelligence to aid security efforts.
It said the impact of the reforms would be seen in improved security, safer communities and renewed confidence in national defence operations.
The group also noted Shaibu’s pledge of loyalty to President Bola Ahmed Tinubu and his call for sustained support for military modernization.
Finally, the coalition commended what it described as improved synergy among the service chiefs, including the Chief of Defence Staff, the Chief of Naval Staff and the Chief of Air Staff, saying such cooperation remains critical to national security outcomes.
