The Deputy Governor of Delta State, Sir Monday Onyeme, Ph.D., has said that the administration of Governor Sheriff Oborevwori is strongly committed to community-led development, economic empowerment, and sustainable peace in oil-producing areas.
Speaking on Friday in Asaba during the twin historic events of the inauguration of the Ndokwa West Host Community Development Trust (HCDT) and the signing of a Memorandum of Understanding (MoU) between Energia Limited and its host communities, the Deputy Governor stated that the administration of Governor Oborevwori is deeply dedicated to placing the power of development directly in the hands of the people.
Represented by the Deputy Chief of Staff, Sir Christopher Osakwe, the Deputy Governor emphasized that “peace is the ultimate currency of development; no investor can build in a climate of hostility, and no community can prosper amidst disruption.”
He urged the youths in particular to protect the oil and gas assets in their domain, to treat infrastructure in their area as their own, to choose dialogue over confrontation, and to use the mechanisms of the newly established Trust to resolve any grievances that may arise.
”As a government, we remain your partners in progress, and committed to ensuring a peaceful, investor-friendly environment across the state.
“This landmark event marks a vital shift toward sustainable, community-led development in Ndokwa West,” he said.
He noted that the inauguration of the Ndokwa West Host Community Development Trust (HCDT) and the signing of this Memorandum of Understanding (MoU) with Energia Limited represent a historic step forward, as it puts the power of development directly where it belongs, in the hands of the people who live and work where these resources are found.
”It is worthy to note that under the leadership of our Governor, Rt. Hon. Sheriff Oborevwori, this administration is deeply committed to our MORE Agenda, which focuses on Meaningful Development, Opportunities for All, Realistic Reforms, and Enhanced Peace and Security.
“As such, what we are doing here today aligns perfectly with that vision; by utilizing the framework of the Petroleum Industry Act (PIA), we are ensuring that oil and gas exploration translates directly into visible infrastructure, better schools, healthcare facilities, and economic empowerment for Delta State communities.
”The funds and projects managed under this Trust are not personal privileges; they are public resources meant to uplift Ndokwa West, so, I charge you to manage this trust with the highest levels of transparency, accountability, and inclusivity.
“You should listen to your communities, prioritize projects that offer long-term value, and ensure that every sub-community feels the impact of this development,’ the Deputy Governor said.
He also commended the management of Energia Limited for taking their corporate citizenship seriously and organizing the event in Asaba, noting that it takes strong partnership to achieve lasting peace and operational success, adding, “however, an MoU is only as good as its implementation, I urge Energia to remain deeply committed to the spirit of this agreement, prioritize local content, provide employment opportunities for qualified youths, and maintain an open-door policy for dialogue.
“Note that when the community thrives, your operations will thrive in an environment of safety and mutual respect.”
The Managing Director and Chief Executive Officer of Energia, Mr. Oladinji Bashuron, described the inauguration of the Ndokwa West Host Community Development Trust Board as the beginning of a new phase in host community development.
He said the company had maintained its commitment to community development since the commencement of operations, noting that resources had been deployed over the years to support education, healthcare, welfare, and infrastructure across host communities.
The Asset Manager of Oando, Seyi Fowora, reaffirmed the company’s support for the implementation of the Host Community Development Trust, saying their focus remains on building stronger relationships with host communities.
Representing the Nigerian Upstream Petroleum Regulatory Commission, Engineer Dennis Eyitemi said the inauguration of the Board aligns with the provisions of the Petroleum Industry Act and marks a major step in strengthening host community participation in development.
He noted that the Act provides a more transparent and accountable framework for managing community resources, unlike previous arrangements, and gives host communities greater authority in determining development priorities.
Representatives of the communities who spoke at the occasion commended Energia for its contributions to development efforts in the Ndokwa West host communities, particularly in areas such as infrastructure, education, and other community support initiatives.
They acknowledged the progress recorded over the years and expressed optimism that the inauguration of the Board of Trustees would further strengthen development efforts across the affected communities.
The representatives noted that the new structure provides an opportunity for more coordinated and impactful implementation of community projects.
