The Kogi State Livestock Productivity and Resilience Support (L-PRES) Project has opened bids for the Construction Works Phase 2 at the Livestock Service Centre (LSC), Osara, Kogi State.
The Construction of the Livestock Service Centre (LSC), Osara, is one of the key infrastructural components of the Kogi Livestock Productivity and Resilience Support (Kogi L-PRES) Project, supported by the World Bank.
The exercise, held on Tuesday at the Kogi L-PRES Coordinating Office, Lokoja, was declared open by the Permanent Secretary, Kogi Ministry of Livestock Development, Dr. Abdulsalam Hadi, on behalf of the Commissioner, Dr Olufemi Bolarin.
He said the project marks another milestone in the state’s effort to improve livestock infrastructure to support the Livestock Value Chain Clusters in Kogi State.
The Ministry commended Kogi L-PRES for conducting the procurement in what it described as a transparent, competitive, and accountable manner, in line with procurement laws and international best practices.
The Permanent Secretary noted that such openness builds stakeholder confidence and ensures value for public funds.
He reaffirmed the Ministry’s support and the government’s commitment to providing the policy backing and collaboration needed for the success of the Kogi L-PRES Project and the broader development of the state’s livestock sector.
The State Project Coordinator (SPC) of Kogi L-PRES Project, Mr Otaru, Abdulkabir Onoruoyiza, described the exercise as another milestone in the state’s efforts to reposition the livestock sector, improve productivity and livelihood of the livestock farmers and key value chain actors in the state.
According to Mr Otaru, the Livestock Service Centre (LSC) is a hub, a one-stop shop for livestock Agribusiness in Kogi State.
The Construction Works Phase 1, which comprised Five (5) sub-projects, has been awarded; contractors have mobilized to the site, and implementation of the sub-project has commenced in March 2026.
The Livestock Service Centre (LSC) Osara Construction Works Phase 2 comprised Ten (10) Sub-projects in Five (5) Lots including: Construction of- Six (6) Cattle Display and Two (2) Goat and Sheep Display Units; Two (2) Locable Shops, Medical Clinic, And Restaurant; a Training Centre; Five (5) VIP Toilets, and a Warehouse; and Water Treatment and Waste Management Buildings.
Mr Otaru assured the prospective bidders and stakeholders of a fair and transparent procurement process, noting that the L-PRES Project would strictly adhere to the World Bank Procurement Procedures.
“We have our designs and specifications as contained in the bidding documents and we shall continue to maintain standards as prescribed by the World Bank to ensure successful implementation of all L-PRES Projects in the state,” he said.
He urged contractors to maintain professionalism, integrity, and full compliance throughout the implementation process.
He added that successful bidders will be expected to deliver quality sub-projects within approved specifications, budgets, and timelines.
He urged contractors to prioritize quality, value for money, and long-term impact on the project beneficiaries and the development of the livestock sector in the state.
“Build Livestock Infrastructures generations will be proud of to justify the World Bank credit facility to the state,” he said.
Mr. Otaru noted the projects will transform the livestock sector and boost the economy, increase livestock farmers’ income, ensure food safety and security in the state and Nigeria at large.
The State Project Coordinator thanked and appreciated His Excellency, Governor Ahmed Usman Ododo, for creating the enabling environment and support for the implementation of the L-PRES Project in Kogi State.
The bid opening brought together contractors, project officials, and other key stakeholders in the livestock sector.
Prof. Usman Omeiza, Chairman, Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN), and
Mr Amoka Siyaka, Director of Procurement, Kogi State Bureau of Public Procurement, both described the process as transparent and in line with procurement procedures.
They commended the Kogi L-PRES for always adhering to the required standards and a corruption-free process.
They urged the Kogi L-PRES team to sustain the standard, and advised the contractors to ensure that quality works are done according to specifications.
Mr Sibiyamu Mamza of Omadac Engineering Ltd and other bidders described the process as efficient and transparent.
They commended the exercise and expressed optimism that the selection process would remain transparent and provide equal opportunities for all participants.
