Ebola: Keyamo restricts 46 contacts from flying

Aviation Minister Festus Keyamo has ordered a 21-day no-fly restriction for 46 people linked to Nigeria’s confirmed Ebola case, adding travel controls to efforts to prevent further transmission.
Nigeria has introduced an aviation restriction targeting 46 people identified as contacts of the country’s confirmed Bundibugyo strain of Ebola, as public health authorities intensify surveillance and contact tracing.
The Minister of Aviation and Aerospace Development, Festus Keyamo, announced the directive on Thursday, October 22, after a virtual meeting with the Coordinating Minister of Health and Social Welfare, Professor Muhammad Ali Pate.
Keyamo said Pate provided a list of 44 people who came into contact with the infected woman at a hospital after she developed symptoms, alongside two members of her domestic staff.
The minister directed the Federal Airports Authority of Nigeria (FAAN) to prevent the 46 individuals from travelling by air for at least 21 days, the period used to monitor potential symptom development following exposure.
“I have therefore directed the NCAA to immediately inform all local and international airlines of this development,” Keyamo said, referring to the Nigeria Civil Aviation Authority.
The restriction does not mean the 46 people have tested positive for Ebola. They have been identified as contacts whose possible exposure is being assessed by health authorities.

Why the 21-day restriction matters
Ebola symptoms can develop between two and 21 days after exposure. Restricting air travel during this period is intended to reduce the risk of a potentially exposed person travelling while their health status is being monitored.
However, a no-fly restriction does not replace medical monitoring, testing where indicated or isolation when directed by health authorities. Its effectiveness will depend on coordination among aviation regulators, airlines and public health agencies.
Keyamo also directed FAAN to strengthen surveillance at international airports through enhanced health screening, temperature checks, travel history monitoring and digital health declarations.
He instructed the NCAA to notify domestic and international airlines of the restriction.
New Daily Prime’s earlier reporting
New Daily Prime earlier reported that Nigeria’s first confirmed Bundibugyo Ebola case had raised concerns over a reported 12-day interval between symptom onset and testing, with 44 contacts identified for monitoring. That report examined the potential exposure of healthcare workers and the challenge of detecting an uncommon infection before further transmission occurs.
The latest directive adds an aviation control measure to the response. It also raises practical questions about how airlines will enforce the restriction, how the affected individuals will be monitored and what procedures will apply when the 21-day period ends.
Government coordinates containment measures
FAAN said it was working with the Nigeria Centre for Disease Control and Prevention (NCDC), Port Health Services, the NCAA and other agencies to support containment efforts.
Meanwhile, the Presidential Task Force on Ebola Preparedness and Emerging Public Health Threats said Nigeria’s surveillance systems had helped identify the case. Its chairman, Femi Gbajabiamila, said the government would strengthen existing protocols and enforce them more rigorously.
Pate confirmed that contact tracing and isolation measures were underway, with support from the World Health Organisation and the Africa Centres for Disease Control and Prevention.
Authorities have not disclosed whether any of the 46 contacts has tested positive. Their identification as contacts should not be interpreted as confirmation of infection.
The immediate test is whether agencies can enforce the restriction, complete contact tracing and provide timely, verified updates without fuelling unnecessary public alarm.
The directive does not constitute a general flight ban. It applies specifically to the 46 identified contacts, while airport surveillance and health screening are being intensified.
