68 Of 92 Legislative Commitments Remain Unfulfilled As 10th NASS Enters Final Year – ADVOKC’s Agenda Metre
AdvoKC Foundation, a youth-led civic-tech organisation committed to promoting transparency, democratic governance, and public participation in Nigeria using its flagship platform, has officially released its Three-Year Assessment Reports evaluating the performance of both the House of Representatives and the Senate.
The reports provide the first comprehensive, data-driven audit of the sweeping policy promises Nigerian lawmakers made to the public at the start of their tenures.A statement signed by Luqman Adamu, Communications Manager,
AdvoKC Foundation, and made available to journalists on Sunday, noted that
at a time when citizens are increasingly demanding transparency, the Legislative Agenda Meter, and by extension, the Promise Tracker NG platform (www.promisetracker.ng), has solidified its status as an indispensable accountability tool for democratic oversight.
Adamu said that by “tracking 56 core commitments in the House of Representatives and 34 major pledges in the Senate, the tool strips away political rhetoric to reveal exactly where the elected Representatives have delivered, where they have faltered, and where critical reforms remain trapped in the gears of bureaucracy.”
He said that the assessment uncovers an incredibly uneven landscape of legislative performance across both chambers, adding: “The 10th House of Representatives achieved an overall weighted fulfilment score of just 26.8 per cent, with 13 promises kept, four compromised, and 39 officially broken.
“The House demonstrated genuine legislative muscle in healthcare (67 per cent) and justice and security (57 per cent). Alarmingly, the economy and jobs sector recorded a 0 per cent fulfilment score. Governance and political reform also fell flat at a meagre six per cent score, leaving foundational promises on electoral integrity and constitutional amendments unfulfilled.”
According to the statement: “The 10th Senate finished its three-year mark with a stronger but still heavily mixed overall performance score of 44.11 per cent, fully delivering on 9 promises, while 12 were deemed compromised and 13 broken.
“The Senate excelled in education, securing a 66.7 per cent fulfilment score. It also achieved a solid 57.1 per cent in economic development and jobs. But, when it came to deep, structural changes, the Senate stalled. Constitutional adjustments, youth inclusion measures, and local government autonomy bills have languished inside drawn-out committee debates, leading to half of all tracked Senate promises being rated as compromised.”
According to Habib Sheidu, Project Director of the AdvoKC Foundation, “Legislative agendas are not merely aspirational policy wish-lists; they are solemn public covenants made with the Nigerian people.
“With only one year left before the curtain falls on the 10th Assembly, this report is not an indictment but a crucial wake-up call. Our lawmakers still possess a vital window of opportunity to salvage their legacies, fast-track trapped constitutional reforms, and deliver the transformational governance they promised.”
