Minister of Aviation and Aerospace Development, Festus Keyamo, disclosed the initiative while delivering a keynote address at the third edition of the Invest Lagos Summit held at Eko Hotel and Suites.
According to a statement issued by the minister’s spokesperson, Tunde Moshood, the project is being developed through a collaboration between the Federal Ministry of Aviation and Aerospace Development and the Lagos State Government.
Keyamo said the proposed rail extension will run from Ikeja through the GAT and MMA2 terminals before terminating at the international wing of the airport, significantly improving accessibility and easing passenger movement within the airport complex.
“The Federal Ministry of Aviation and Aerospace Development is collaborating closely with the Lagos State Government to extend the rail line from Ikeja through the General Aviation Terminal (GAT), MM2 terminal and onward to the international terminal, significantly improving passenger movement and accessibility,” the statement said.
The minister noted that Lagos accounts for about 67 per cent of international passenger traffic into Nigeria and is strategically positioned to serve as a major aviation hub linking Europe, the Middle East, Southern Africa and South America.
He added that the rail project would complement broader efforts to enhance connectivity and support Lagos’ growing status as a regional aviation hub.
Keyamo also revealed that President Bola Tinubu has approved a $500m investment for the comprehensive reconstruction and modernisation of the Murtala Muhammed International Airport.
The 22-month project is expected to transform the ageing facility into a modern aviation hub, upgrade terminal infrastructure, improve operational efficiency and enhance passenger experience.
The minister further urged investors to explore opportunities within Nigeria’s aviation sector, including airport infrastructure projects and a proposed airport development along the Lekki corridor.
He said ongoing reforms are aimed at creating a more investor-friendly environment, citing the recent resolution of the long-running concession dispute between the Federal Government and Bi-Courtney Aviation Services Limited as a major milestone.
The dispute, which lasted nearly two decades, was resolved through a negotiated settlement announced in April 2026. Under the agreement, Bi-Courtney waived its N132bn judgment debt claim and relinquished rights to the old domestic terminal (MM1), while the Federal Government returned the uncompleted hotel and conference centre opposite MMA2 for completion under a revenue-sharing arrangement.
The settlement also provides for the expansion of the MMA2 apron, the possible relocation of regional flight operations to the terminal subject to capacity, and a revised revenue-sharing framework that will enable the government to earn income from MMA2 operations.
Keyamo said final technical and commercial details of the agreement would be concluded during a formal signing ceremony involving stakeholders, including the Federal Airports Authority of Nigeria.
