New Book Provides Comprehensive Insight Into Nigeria’s Legislature, Democratic Governance

A new book examining the evolution, functions and impact of Nigeria’s legislature on democratic governance and national development has been unveiled, with scholars and public officials describing it as a significant contribution to legislative studies and democratic discourse in the country.

Titled The Nigerian Legislature: Understanding Its Impact on Democratic Governance and National Development, the book, authored by Dr. Ezrel Tabiowo, offers an extensive analysis of Nigeria’s parliamentary system, constitutional responsibilities and the role of the National Assembly in promoting accountability, governance and national development.

Reviewing the publication, Nigeria’s Ambassador to Germany and former Senator, Ita Enang, described the work as a landmark scholarly contribution that provides a detailed account of legislative practice in Nigeria. He noted that the book examines critical aspects of parliamentary operations, including the budget process, legislative consideration of executive requests for domestic and external borrowing, and the exercise of oversight functions over the executive arm of government.

According to Enang, the publication documents how these constitutional responsibilities were discharged under former Senate Presidents Evans Enwerem, Dr. Chuba Okadigbo and Anyim Pius Anyim, as well as former Speakers of the House of Representatives, including Salisu Buhari, Ghali Umar Na’Abba, Aminu Bello Masari, Patricia Etteh and Dimeji Bankole, across the Fourth, Fifth and Sixth National Assemblies.

The book also explores the legislature’s role in scrutinising executive nominations for ministerial, ambassadorial, constitutional and other strategic appointments. It argues that Senate confirmation is a critical constitutional responsibility that requires diligence, objectivity and independent judgment rather than a ceremonial endorsement process.

Beyond legislative procedures, the publication examines the relationship between the legislature and the media, highlighting how public perceptions of parliamentary activities are often shaped by media coverage. It seeks to provide context for legislative decisions that have attracted public criticism and aims to foster greater understanding of parliamentary processes among citizens, civil society organisations and advocacy groups.

The author pays tribute to former Senate President Ahmed Lawan, acknowledging his mentorship and contributions to strengthening democratic institutions during his 27 years of uninterrupted service in the National Assembly. The book also recognises the National Assembly for providing the institutional environment that enabled the documentation of key legislative developments over several years.

Enang said the publication reflects extensive research and combines constitutional and statutory analysis, comparative legislative studies and the author’s practical experience as a parliamentary correspondent and media adviser within the National Assembly.

Structured to provide both historical and contemporary perspectives, the book traces the development of legislative institutions from pre-colonial governance systems through the colonial era, the Westminster parliamentary framework of the First Republic, periods of military rule and the emergence of the current presidential system. It argues that these historical experiences continue to influence the structure, culture and operational dynamics of Nigeria’s legislature.

Several chapters focus on legislative oversight and accountability, evaluating the effectiveness of oversight powers, identifying institutional challenges and presenting case studies of major investigations conducted by the National Assembly.

The publication also examines economic governance, offering detailed insights into the appropriation process, constituency projects, fiscal federalism and the legislature’s contributions to policy formulation in sectors such as education, infrastructure and national development.

In addition, the book discusses key challenges confronting the National Assembly, including institutional capacity deficits, high legislative turnover, ethical concerns, executive-legislative relations, judicial interventions and broader socio-economic pressures. It further assesses the impact of globalisation, digital technology and social media on legislative practice and public engagement.

According to Enang, the publication provides a balanced assessment of the achievements and shortcomings of Nigeria’s legislature while proposing reforms aimed at strengthening democratic institutions, improving accountability and enhancing legislative effectiveness.

Also speaking on the publication, the Director-General of the National Institute for Legislative and Democratic Studies (NILDS), Prof. Abubakar Sulaiman, expressed confidence that the book would make a significant contribution to knowledge on legislative practice and governance.

He said the author’s extensive experience in the legislative environment gives the publication added credibility and practical relevance.

“I believe that this book will not only be a valuable contribution to the literature on the Nigerian legislature, but will also serve as an important resource for professionals in the legislative sector and for anyone seeking a deeper understanding of democracy and governance,” Sulaiman said.

He recommended the book to students of NILDS and all departments of the institute as a useful academic and research resource.

Similarly, the Clerk to the National Assembly, Barrister Kamorudeen Ogunlana, commended Dr. Tabiowo for the publication, describing it as an important work that would help address public misconceptions about the operations and responsibilities of the National Assembly.

He expressed optimism that the book would promote greater public understanding of legislative processes and contribute to informed discourse on governance and democratic development in Nigeria.
