Otuaro Bags Double National Honours As Democracy Newsline Recognises PAP Reforms, Niger Delta Peace Drive

In what is widely regarded as another major national endorsement of the ongoing reforms in the Presidential Amnesty Programme (PAP), the Programme’s Administrator, Dr. Dennis Otuaro, will on August 19, 2026, receive two prestigious awards from DEMOCRACY NEWSLINE Newspaper for his outstanding leadership in public service and his sustained contributions to peace-building, youth empowerment and community development in the Niger Delta.
Dr. Otuaro will be honoured with the Excellent Public Service Leadership Award and the Community Development Service Award during the newspaper’s 16th Public Lecture and Induction into the Good Governance Hall of Fame, scheduled to hold at the Banquet Hall, National Merit House, Maitama, Abuja.
The recognition comes at a time when the Presidential Amnesty Programme has continued to attract commendation from stakeholders across the Niger Delta over sweeping reforms introduced by the Otuaro-led administration, particularly in education, vocational training, entrepreneurship, post-training empowerment and stakeholder engagement aimed at consolidating peace and driving sustainable development in the region.
The event, organised to commemorate 27 Years of Uninterrupted Democracy in Nigeria, will focus on the theme: “Economic Reform, Democracy and Sustainable Development: The Nigerian Example,” bringing together top government officials, policymakers, traditional rulers, diplomats, captains of industry, civil society leaders, development experts and other eminent Nigerians.
Announcing the awards, the Publisher and Editor-in-Chief of DEMOCRACY NEWSLINE Newspaper, Chief Olugbemi Femi, described Dr. Otuaro as one of Nigeria’s most outstanding public sector reformers whose leadership has repositioned the Presidential Amnesty Programme into a more transparent, people-oriented and development-focused institution.
According to Chief Femi, the PAP Administrator has distinguished himself through strategic reforms that have restored confidence in the programme while creating sustainable opportunities for thousands of beneficiaries through education, skills acquisition, entrepreneurship and economic reintegration.
