They don’t campaign for Emu. You won’t see his name on most billboards from Warri to Agbor to Asaba but ask any commissioner, LGA chairman, or APC stakeholder in Delta about how files move, how appointments land, or why one project gets priority over another — and Emu’s name comes up before the conversation is halfway done. A lawyer, technocrat, and veteran of the state’s bureaucracy, Emu has spent years building something rarer than noise in Delta politics.

He controls the flow of memos into the Executive Council, coordinates policy across ministries, and chairs committees that decide what actually gets done between elections. In a state where patronage, ethnic balancing, and party structure decide outcomes, that kind of gatekeeping is power.

Here’s how his “power” actually plays out…Emu is described by many as the governor’s right-hand man, adviser and counselor. He’s the coordinating officer of the state’s administrative machinery. All Ministries, Departments and Agencies MDAs report through his office to align with the governor’s agenda.He is also regarded as the gatekeeper for policy interpretation, formulation and implementation. He vets government transactions and oversees multiple vetting processes for value-driven productivity.One attribute of this ex-banker is his oratory power. Before SSG he was Commissioner for Commerce and Industry under ex-Gov. Uduaghan (2011-2014) Commissioner for Economic Planning (2015-2019)

His 23+ years in banking -Central Bank, Merchant, Commercial and Investment banking has impacted fully in the way he runs the state with Governor Oborevwori.

That mix of finance plus economic planning added to 12 years in public service makes him the administration’s key “technocrat” on money and policy. Those close to the government say “the mix of his highly prized background both in the private sector and public sector, puts him in good stead and positions him as a future Governor.

Officials credit him with strengthening financial prudence, accountability, and transparency and say his experience was “pivotal…in the successful implementation of Governor Oborevwori’s’ MORE’ Agenda when he assumed office and even till this day.

On paper and in practice, Emu runs the state bureaucracy. He not only adds in setting policies for the state, he also controls the pipeline i.e what gets to the governor, what gets implemented, and how MDAs coordinate. In Delta’s current government, he’s widely framed as the top technocrat and administrative power center.
