FG opens 2027 Finance Bill to public scrutiny, sets September 11 deadline

The Federal Government(FG) has opened the drafting process for the 2027 Finance Bill to public submissions, giving businesses, investors, professional bodies, and other stakeholders until September 11 to propose changes to Nigeria’s tax and fiscal laws.

The Federal Ministry of Finance announced the consultation in a notice issued on Friday and has invited Nigerians to submit evidence-based recommendations capable of addressing weaknesses in the existing fiscal framework.

The exercise is significant because proposals received before the bill is prepared could influence the tax, revenue, and public-finance measures eventually presented to the National Assembly for consideration.

The ministry said it was seeking practical solutions rather than general complaints. It identified taxation and revenue administration, fiscal policy, public financial management, financial regulation, transparency, and accountability among the areas open to submissions.

On taxation, stakeholders can make recommendations on tax policy, revenue collection, compliance, taxpayer services, incentives, customs, and excise matters. They may also propose measures to improve coordination among revenue-generating agencies.

The ministry is equally seeking views on how government revenue and expenditure are managed, budget preparation, and implementation, public debt, financial reporting and fiscal relations between the Federal Government, states, and local councils.

Other issues listed for consideration include capital markets, investment, cross-border capital flows, anti-money laundering measures, and financial reporting.

The ministry said the consultation was designed to strengthen the business and investment environment, improve revenue mobilisation and make public finance more transparent and accountable.

“This is an opportunity to help shape fiscal laws that can improve the ease of doing business and investment, strengthen tax administration and revenue mobilisation, promote fiscal transparency and accountability, reduce unnecessary regulatory and administrative burdens, and support productivity, competitiveness and sustainable economic growth,” the ministry stated.

Businesses, particularly small and medium-sized enterprises, can use the process to highlight difficulties created by existing tax obligations, compliance procedures, and other fiscal regulations. Professional associations and investors can also submit recommendations based on their experience with the current framework.

The government said proposals should identify specific gaps in existing legislation and present workable measures capable of producing measurable economic improvements.

The consultation is being conducted under the title, “Call for Inputs into the Finance Bill 2027: Shaping Better Fiscal Laws for a More Productive and Competitive Nigeria.”

The ministry has set Friday, September 11, 2026, as the deadline for submissions. Contributions may be sent through [email protected] or the Federal Ministry of Finance’s online platform.

The consultation forms part of the government’s continuing tax and fiscal reform programme which seeks to improve domestic revenue collection while making the tax system simpler and more predictable.

The ministry said the submissions would help shape reforms aimed at improving Nigeria’s fiscal laws, public financial management, and conditions for private investment and economic activity.
