The Kogi State Livestock Productivity and Resilience Support (L-PRES) Project has opened bids for the second phase of construction at the Livestock Service Centre (LSC) in Osara, a World Bank-supported initiative aimed at strengthening livestock infrastructure and value chains in the state.
The bid opening took place at the Kogi L-PRES Coordinating Office in Lokoja and was declared open by the Permanent Secretary of the Ministry of Livestock Development, Dr. Abdulsalam Hadi, representing the Commissioner, Dr. Olufemi Bolarin.
Hadi said the project is part of the state’s efforts to improve livestock infrastructure and enhance productivity across the livestock value chain. He reaffirmed the government’s commitment to supporting the project through policy and institutional backing.
State Project Coordinator, Mr. Abdulkabir Onoruoyiza Otaru, described the Livestock Service Centre as a one-stop hub for livestock agribusiness in Kogi State. He noted that Phase One, comprising five sub-projects, commenced in March 2026 after contractors mobilised to the site.
Phase Two includes 10 sub-projects across five lots, covering cattle, goat and sheep display units, shops, a medical clinic, restaurant, training centre, warehouse, VIP toilets, and water treatment and waste management facilities. Otaru assured contractors that the procurement process would comply with World Bank guidelines and urged bidders to prioritise quality and value for money.
Stakeholders, including representatives of the Chartered Institute of Purchasing and Supply Management of Nigeria (CIPSMN) and the Kogi State Bureau of Public Procurement, described the bid opening as transparent and consistent with established procurement procedures.
