Niger to launch climate policy, action plan, investment platform August 27

The Niger State Government will on Thursday, August 27, 2026, launch its Climate Change Policy Document and Action Plan (CCP&AP) alongside the Climate Investment Development Platform (CIDP).
The initiative, under the administration of Governor Muhammadu Umaru Bago, is aimed at strengthening the state’s climate action framework and creating opportunities to attract investments for climate-related projects.
The CCP&AP, developed with support from the Africa Climate Foundation (ACF) and technical assistance from the Society for Planet and Prosperity (SPP) and LQY SPV Ltd, builds on the state’s efforts to establish a blueprint for a green economy launched by the governor in 2023.
According to the state government, the policy document is part of its efforts to deepen Nigeria’s commitment to the goals of the Paris Agreement and advance climate action through the Nationally Determined Contributions (NDC) 3.0 framework.
“The CIDP will provide a platform for implementing the CCP&AP by working with key ministries, including the Ministries of Environment and Climate Change, Budget and Planning, and Finance.
“The platform will also engage sector-specific ministries, particularly Agriculture and Energy, to develop a pipeline of bankable projects capable of delivering measurable climate benefits,” it said.
Niger State is one of three states participating in the initiative to develop bankable climate projects at the sub-national level. Enugu and Delta are the other participating states.
Following the launch, participants will be divided into three technical working groups focusing on Financial Management and Climate Investment; Climate-Smart Agriculture; and Renewable Energy and the State Electricity Act.
The state government said the CCP&AP represents the latest step in its efforts to strengthen the policy and regulatory framework for mobilising climate finance and other resources for development.
Projects identified through the platform will undergo assessments to determine their bankability and alignment with the state’s climate policy priorities.
The projects will subsequently be presented at an investment workshop scheduled for the first quarter of 2027, which is expected to attract bilateral and multilateral investors, non-state actors and domestic development banks.
The workshop will seek to secure funding commitments for the implementation of viable climate projects across the state.
