Tinubu appoints Humanitarian Minister Bernard Doro to APC 2027 campaign council

Nigeria’s Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard M. Doro, has reportedly been appointed Director of the Humanitarian Affairs Directorate of the All Progressives Congress (APC) Presidential Campaign Council ahead of the 2027 general elections.
Details of the appointment were shared by Doro’s Technical Adviser on Information Systems and Data Analysis, Dr Abimbola Fasanu, on an APC diaspora platform.
A congratulatory announcement also attributed the appointment to President Bola Ahmed Tinubu, who is seeking re-election under the ruling party. The announcement identifies Doro as the director of the council’s Humanitarian Affairs Directorate. The development comes as the ruling party prepares its campaign structure for the 2027 presidential election.
APC prepares for 2027 presidential election
President Tinubu had earlier constituted the APC Presidential Campaign Council, appointing former Zamfara State Governor Abdulaziz Yari as Director-General and Imo State Governor Hope Uzodimma as Secretary.
Tinubu chairs the council, while Vice President Kashim Shettima and APC National Chairman Prof. Nentawe Yilwatda serve as vice-chairmen.
The council is responsible for coordinating the party’s presidential campaign, developing election strategies and mobilising support across the country.
The Humanitarian Affairs Directorate is part of the campaign structure, although the specific responsibilities attached to Doro’s reported appointment have not yet been made public.
His appointment, if officially confirmed, would give him a campaign responsibility alongside his existing ministerial duties.
Doro’s role in Nigeria’s humanitarian sector
Doro currently heads the Federal Ministry of Humanitarian Affairs and Poverty Reduction, which oversees humanitarian interventions, social protection policies and poverty reduction programmes.
His responsibilities include supporting vulnerable households, coordinating humanitarian agencies and promoting initiatives designed to improve livelihoods and reduce poverty.
In recent months, the minister has advocated moving beyond short-term financial assistance towards programmes that help vulnerable Nigerians achieve greater economic independence.
At the United Nations General Assembly in New York in September 2026, Doro outlined Nigeria’s approach to linking humanitarian assistance with economic inclusion, employment opportunities and long-term poverty reduction.
He has also called for stronger cooperation between government institutions, international organisations and development partners to tackle poverty and humanitarian emergencies.
More recently, Nigeria appealed for greater international support to address its growing humanitarian challenges, revealing that the country hosts more than 142,000 refugees and asylum seekers from 42 countries while dealing with over 6.7 million internally displaced people.
Doro made the appeal at the 77th session of the United Nations High Commissioner for Refugees (UNHCR) Executive Committee in Geneva, Switzerland.
The meeting, which began on 12 October and runs until 16 October 2026, brings countries together to discuss refugee protection, humanitarian funding and support for people forced to flee their homes.
The minister’s international engagements follow his earlier presentation of Nigeria’s poverty reduction strategy at the UN General Assembly, where he outlined plans to connect humanitarian support with sustainable economic opportunities.

What Doro’s reported appointment means
If confirmed, the appointment would see Doro take on a political campaign role while continuing to oversee Nigeria’s humanitarian and poverty reduction policies.
The two responsibilities are separate. His ministerial position involves implementing government programmes, while the campaign role would focus on activities connected to the APC’s 2027 presidential election.
The distinction is important because humanitarian assistance is intended to support vulnerable people based on need, regardless of political affiliation.
Further details about the directorate’s responsibilities, membership and operational structure have yet to be announced in the material reviewed.
